Requested Directorate to allow inter-se-seniority selected PS Gr. B officers to appear ensuing LDCE for promotion to PS Gr. B cadre

Subject:     Regarding LDCE for promotion to PS Group B Cadre.

Respected Sir,

With due deference, it is submitted that IP/ASP Cadre is being at a recurring loss due to non-conducting of LDCE for promotion to PS Group B for the last three years. Not even a single examination was conducted to fill up the examination quota vacancies since 2013 for one reason or the other best known to the administration. Consequently, the prospect candidates also lost their further promotions in JTS Group A cadre. While DPCs were held regularly to fill up posts under seniority quota, set of persons aspiring for examinations were rendered neglected.  

It has been learnt that Department is likely to conduct PS Gr. B examination of all these years one by one during the ensuing year. Eligibility will be determined on the basis of cut off date of respective years examination. Needles to say, successful candidates would also get benefit of seniority in terms of year of examination. It is a cheerful moment for all aspiring candidates. But there are certain set of persons who shall become ineligible due to aforesaid situation. Mean to say, a person who is an aspiring candidate but due to his promotion in PS Group B cadre would be rendered ineligible for the examination. Had the examinations been held in the respective year, he would have succeeded in that year without availing benefit under seniority quota. Eventually, he would not be at loss in terms of seniority.  

In order to obviate loss to such aspirants, Association earnestly request your kind honour to make these aspirants (PS Group B officers promoted under Seniority Quota since 2013) eligible as a one-time measure, so that they may compete among others in respective examination and avail opportunity to set right their seniority benefit.

In view of the above submissions, it is seriously requested to take appropriate action to give justice to the IP/ASP cadre officers and to avoid further litigations etc.

Need of review of DG circular 4 for attotment of PS Gr. B officers

Subject:     Regarding allotment of PS Group B officers (APS personnel) to other circle.

Respected Sir,

IP/ASP Association wishes to bring to your kind notice that in accordance with DG Circular No.4, Army Postal Services is manned by 75% of staff recruited from the department of Posts on deputation. The period of deputation varies from 18 months to so long as services are required. These officials are recruited to APS from different Postal Division of the Circle. Their career progression is either through selection process/seniority basis or through competing in limited departmental examination against notified posts by that particular Circle. It is worth mentioning that IPs can seek transfer under Rule 38 of P&T Manual Vol IV while transfer is not allowed in the cadre of ASP, as this would create disparity in that circle.
                  
Recently, a trend has started where the official who were on deputation to APS from one circle has submitted their willingness for allotment to other circle keeping in view their personal interests and taking benefit of DG Circular 4, whereas the intending Circle is neither their parent circle nor had they sought transfer under Rule 38 while remaining in IP/ASP cadre. Directorate has escaped their attention while allowing such allotments.
         
For instance, two officers of PS Group B cadre (parent circle Himachal Pradesh) were allotted to Punjab Circle without keeping in consideration that two PS Group B cadre officials of Punjab Circle already working in Haryana Circle are awaiting their repatriation to Punjab Circle. This has also adversely affected the interest of IP/ASPs of Punjab Circle, who are in line of consideration of promotion in near future.

This Association earnestly request your good office to examine and review the provisions of DG Circular 4 so that no one can be adversely affected for the sake of others.

Supply of Laptops to Assistant Manager, MMS.

Subject : Supply of Laptops to Assistant Manager, MMS.
Respected Sir,
            
It is understood that Department has installed GPRS system in each postal van for monitoring the movement of mail vans. As per standing instruction of the department Assistant Manager MMS are presently monitoring the movement of mail vans in MMS depot where Manager MMS has not been posted though there is full justification of one Manager on a fleet of 10 vehicles. In the absence of technological tools such as Laptop and data cards, our members (AMM) will face difficulties to monitor the job assigned to them.
This Association therefore earnestly requested your kind honour to supply a laptop with internet data card or broadband connection to all Assistant Managers MMS for monitoring the postal mail vans movement in the jurisdiction of MMS network.

Subject : Request for completion of pre-appointment formalities and training of candidates, nominated by Staff Selection Commission for appointment as Inspector Posts on the basis of Combined Graduate Level Examination 2014,to Postal Circles.

Your kind attention is invited to this Association's letter of even number dated 23/12/2015 whereby the list of 102 candidates selected on the basis of Combined Graduate Level Examination 2014 was forwarded to Directorate with a request to allot male candidates to neighbouring circles and accordingly Directorate vide memo No. 7-10/2014-SPB-II dated 18th January 2016 issued the allotment.

This Association bring to your kind notice that more than 150 Direct Recruit posts of Inspector Posts are vacant in the circles and therefore many Inspector Posts are holding dual charge since years together.

It is therefore earnestly requested to direct all circles to complete the pre-appointment formalities of all allotted candidates and issue them appointment letter to join duties immediately. Also direct PTCs to arrange Induction Training programme at the earliest.

          An early action and line in reply is requested.
