Sub: Processing of Pension cases mandatorily through Bhavishya (Online Pension Sanction & Payment Tracking System) w.e.f 01/01/2017 – reg.

Department of Pension and Pensioners’ Welfare is responsible for formulation of policy and coordination of matters relating to pension policy and welfare of Central Government pensioners. It has been seen that despite detailed guidelines and instructions to the contrary a large proportion of retiring employees do not get their retirement benefits and the Pension Payment Order(PPO) in time. It is likely that such retired employees find it difficult to get the process completed after retirement. The sanction process starts more than a year before the date of retirement and requires cooperation amongst various agencies. This department has, therefore, launched Bhavishya – an online pension sanction and payment tracking system. The system by keeping track of the progress of each case introduces transparency and accountability. Both the retiring employees as well as administrative authorities can monitor progress at each stage.

2. The system has been running successfully in the main Secretariat of all ministries/departments for the last one year. It has since been extended to cover over 3000 Drawing and Disbursing Officers and Pay and Accounts Offices from various ministries/departments and their attached offices.

3. It has now been decided that all Heads of Offices will henceforth mandatorily process all pension cases only through Bhavishya. In this, where necessary, they will assist the retiring employee to submit the online application form. The Pay and Accounts Offices will process cases generated through Bhavishya through the pension module in COMPACT till the Public Financial Management System(PFMS) is made operational and integrated with Bhavishya.

4. It is to be noted that all authorities will strictly follow the timelines prescribed under the CCS(Pension) Rules and in no case will the pension case be delayed on account of electronic processing through Bhavishya.

5. These instructions take effect from 1st January, 2017.

Subject: Grant of Dearness Relief to Central Government pensioners/family pensioners - Revised rate effective from 1.7.2016 on implementation of decision taken on recommendation of 7th Central Pay Commission.

The undersigned is directed to say that subsequent to implementation of the decision taken by the Government on the recommendation of the 7th Central Pay Commission, the President is pleased to decide that the Dearness Relief admissible to Central Government pensioners/family pensioners shall be as follows:

Note:- Dearness Relief at the rates indicated in the above table will also be admissible on the additional basic pension/additional family pension available to older pensioners/family pensioners based on their age as indicated in this Department’s OMs 38/37/2016-P&PW(A)(i) dated 04.08.2016 and 38/37/20 16-P&PW(A)(ii) dated 04.08.2016.

2. These orders apply to (i) Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners/family pensioners.

3. These orders will not be applicable on following categories:-

(i) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government Pensioners from Pakistan, who are Indian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of adhoc ex-gratia allowance.

(ii) Central Government Employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and are in receipt of 1/3rd restored commuted portion of pension.

(iii) Pensioners who are in receipt of provisional pension in the pre-20 16 pay scales/pay.

(iv) CPF beneficiaries, their widows and eligible children who are in receipt of ex-gratia payment in terms of this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 and revised vide this Department’s OM 1/10/2012-P&PW(E) dated 27.06.2013.
Separate orders will be issued in respect of the above categories.

4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

5. Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F.No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

6. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.

7. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

8. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, 1I/34-80-U dated 23/0411981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

9. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

10. This issues in pursuance of instructions of Ministry of Finance, Department of Expenditure vide their OM No. 112/2016-E.II(B) dated 4th Nov, 2016.

Non updation of Commutation amount in Account PBS using 7CPC Pension Arrears TOOL

While updating Basic Pension in Account PBS Module as per 7th CPC, Basic is correctly updated. But commutation amount is updated as 0. This will result in wrong calculation of Pension for the month of AUGUST-2016.

Solution Given By CEPT:  Please edit the commutation amount.


After updating Basic pension, edit commutation amount manually, for each pension case.

  •  DOUBLE CLICK ON PENSION ARREARS EXE AND ENTER YOUR SQL SERVER NAME.




  • SELECT PPO NUMBER AND PERIOD FOR WHICH ARREARS IS TO BE DRAWN





  • Click on Calculate the Arrears for Arrears Calculation


  • If you calculated the arrears for the pensioner whose arrears are already calculated and went for saving the arrears, the message will be popped with the details of the arrears and you will be asked if you want to delete the earlier record for the purpose of new calculation of the arrears. If you click on yes, it will delete the old records. Then again select the period, calculate the arrear and save the records.






  • SAVE THE ARREARS.





  • After arrears calculation is done, click on Update Basic Pension in Accounts PBS. This step will automatically update revised basic pension in Account PBS.

Please note that only Revised Basic pension is updated. Commutation amount is updated as zero. For this error, CEPT Mysore has suggested to edit Commutation amount for each pension case in Pension Module.










  • In modify option, you can modify basic, Income tax etc.




  • Under report menu,3 reports, Detail Arrears Report, Arrears Voucher and Pension Arrears Report are available.




  • If you want to delete arrears calculated for pensioner, Delete arrears option is given.

PENSION ARREARS CALCULATOR FOR PRE-2006 PENSIONERS

Testing Version: Please take necessary backup before applying patches. Full version will be on official  FTP shortly.
  • Upgrade the Schedule database using pensionarear7paycommn.exl (which is in the Pension Arrear Calculator folder) .
  • Run the PensionArrearCalculator.exe on the machine where Account PBS module is installed.
  • Income Tax wherever applicable may be recovered before arrear payment.
  • This application is applicable for only those pensioners who retired before 01.01.2016.
  • An Intimation regarding disbursement of revised pension may be sent by the pension disbursing authorities and Accounts officer which had issued the PPO so that the latter can update the Pension payment order register maintained by him. 

Working of Application: 

  • Select the PPO Number from the combo box.
  • If the desired PPO Number is not present in the combo box, then you need to add the Pensioner through Account PBS’ Pension Payment module.
  • If the Selected Pensioner is retired after 1.1.2016 then, you need to enter Revised Basic Pension and Commuted Pension Amount (fixed by the Competent Authority) in the Revised Pension textbox and Commuted Pension amount text box. If the selected Pensioner is retired before 1.1.2016, then automatically Revised Pension will be calculated and Old Basic Pension and Revised Basic Pension will be shown in the respective text boxes. 
  • Then, select the period for which you want to calculate the arrears.
  • After the selection of period, click on Calculate Arrear button and Save the arrears for generation of report.
  • If you calculated the arrears for the pensioner whose arrears are already calculated and went for saving the arrears, the message will be popped with the details of the arrears and you will be asked if you want to delete the earlier record for the purpose of new calculation of the arrears. If you click on yes, it will delete the old records. Then again select the period, calculate the arrear and save the records.

Generation of Report:

  • For printing the arrear details, you must first, calculate the arrears for specific period and save the records
  • When you click on Report button, it will open a new window where you need to select the PPO number.
  • If you want to view the arrear details then select the Screen option and then click on OK button. It will open the arrear details. There you can see the details as well as print the details

MODIFICATION:

  • In case, if you want to modify any records for particular month, then go to Modify tab, Select the PPO Number of Pensioner whose arrears are already calculated , click on the record which you want to modify.
  • At the bottom, you will find the existing entries in respective textboxes.
  • You are restricted to modify Old Basic Pension
  • After entering new data in the above fields, click on Calculate New Basic and then finally click on Update button.

Reports:-

Under reports we have three options:-
Detail Arears Report:-
  • Select the PPo number
  • The name of pensioner is displayed
  • Click on OK .
  • The detail arear report of that particular pensioner is displayed

Arears Voucher:-

Select the PPo number
  • The name of pensioner is displayed
  • Click on OK .
  • The arear voucher of that particular pensioner is displayed

Pension Schedule:-

The pension schedule is generated under this option.

Delete Arears:-

By selecting the PPO number the arear generated for particular PPO number is deleted.

Adjustment:-

  • Select the PPO number
  • Enter the short or excess amount if any.
  • The amount will be added or subtracted from the arear amount of that PPO number

Subject:- Revision of pension of pre-2006 pensioners- delinking of revised pension from qualifying service of 33 years. 


DP&PW has delinked the revision of pension cases from qualifying service of 33 years vide OM No. 38/37/08-P&PW (A) dated 06.04.2016. Para 5 of the OM stipulates that the revised consolidated pension of pre-2006 pensioners shall not be lower than 50% of the minimum of the pay in the Pay Band and the grade pay (wherever applicable) corresponding to the pre-revised pay scale as per fitment table without pro-rata reduction of pension even if they had qualifying service of less than 33 years at the time of retirement.

Further, it has also been clarified in para 3 of the OM dated 06.04.2016 that in case the consolidated pension/family pension calculated as per para 4.1 of OM No. 38/37/08- P&PW (A) dated 01.09.2008 is higher than the pension/family pension calculated in the manner indicated in the OM dated 28.01.2013, the same (higher consolidated pension/family pension) will continue to be treated as basic pension/family pension.

In view of the above it is clear enough that only those pension cases are to be revised in which pension calculated as per order dated 06.04.2016 works out to be more than that of para 4.1 of DP&PW OM dated 01.09.2008. However, it has been observed that SSAs for no monetary change are also received from different departments in CPAO. PAOs are not required to send 'no change' cases to CPAO as the same results into wastage of time, manpower and operational cost.

In view of above all Pr. CCAs/CCAs/CAs/AGs and Administrators of UTs are requested to instruct their PAOs for not sending the revised authority covered under OM dated 6th April, 2016 which do not involve any financial implications.

This issues with the approval of competent authority.

Sub: Immediate endorsement of DOP&PW orders on implementation of 7th CPC recommendations to Pre-2016 Pensioners – regarding.
Ref: OM No. 38/37/2016-P&PW(A)(ii) of DoP&PW dated 4.8.2016.

The Department of Pension & Pensioners Welfare had already issued orders for implementation of 7th CPC Recommendations to refix the pension of all Pre-2016 Pensioners vides OM referred to above. Though it has been categorically stated in Para 9 of the above OM that “All Pension Disbursing Authorities including Public Sector Banks handling disbursement of pension to the Central Government Pensioners are hereby authorized to pay pension / family pension to existing pensioners / family pensioners at the revised rates in terms of para 4.1 and 5 above without any further authorization from the concerned Accounts Officers / Head of Office etc.”

The following problems are encountered by the Pensioners in getting the Refixation of pension immediately as envisaged by the OM of Pension Ministry:
  1. Many HPOs are taking the position that usual endorsement from the Department has not come;
  2. It is stated by some DDOs that they require necessary modifications in the Accountant PBS Software for effective the revision of pension;
  3. The necessary modifications in the Accountant PBS software will be made by Mysore PTC only after the receipt of endorsement orders from the Postal Directorate;
  4. In the absence of endorsement from DoP, the Refixation of pension to Pre-2016 pensioners cannot be made even though the OM of Department of Pension authorizes payment on Refixation without waiting for any other authorization from respective Heads of Department etc.
It is therefore urged that immediate action may be initiated for effective necessary endorsement orders as otherwise the pensioners may not be in a position to draw revised pension on 31.08.2016.

Subject: Special benefit in cases of death and disability in service - Revision of Disability Pension/Family pension of Pre-2006 disability pensioners/ Family Pensioners - regarding.


          The undersigned is directed to say that the pension of pensioners/family pensioners who were drawing pension/family pension as on 1.1.2006 under the CCS(EOP) Rules were revised in accordance with Department of Pension & Pensioners' Welfare OM No.38/37/2008-P&P&W(A) dated 1.9.2008. Instructions were issued vide this Department OM of even number dated 30th September, 2010 for extension of benefits of modified parity to past pensioners for revision of disability pension/family pension covered under CCS(EOP) Rules.

2.  Subsequently, orders were issued vide this Department's OM NO.38/37/2008- P&PW(A) dated 28. 01. 2013 and 30.7.2015 for further stepping up of normal pension/family pension to 50%/30% of the sum of minimum pay in the pay band and grade pay corresponding to the pre-revised pay scales from which the pensioner had retired, as arrived at with reference to the fitment table annexed to the Ministry of Finance, Department of Expenditure OM NO.1/1/2008-IC dated so" August 2008 with effect from 01.01.2006. These benefits were also extended to pre-2006 disability pensioner/family pensioner covered under the Central Civil Services (Extraordinary Pension) Rules vide this Department's OM of even number dated 20.11.2014 and zs" April 2016 respectively. As per para 111(a),IV(a) and para V(a) of this Department's OM of even number dated zo" November 2014, the service element of disability pension of pre-2000 disability pensioners was linked to qualifying service for earning full pension.

3. In the case of pre-2006 pensioners receiving pension under CCS(Pension)Rules, 1972, orders have been issued vide this Department's OM NO. 38/37/2008-P&PW(A) dated 6.4.2016 that the revised consolidated pension of pre- 2006 pensioners shall not be lower than 50% of the minimum of the pay in the Pay Band and the grade pay (wherever applicable) corresponding to the pre-revised pay scale as per the fitment table without pro-rata reduction of pension even if they had qualifying service of less than 33 years at the time of retirement.

4. This provision would be equally applicable for computing service element of revised disability pension being drawn by the pre-2006 disability pensioners. Accordingly, the provision linking the service element of disability pension under para III(a),IV(a) and V(a) of this Department's OM of even number dated zo" November 2014 stands deleted. The arrears of revised disability pension would be payable with effect from 1.1.2006.

5. All Ministries/Departments are requested to bring the contents of these orders to the notice of Controller of Accounts/Pay and Accounts Officers and Attached and Subordinate Offices under them for revising the pension of all those pre-2006 disability pensioners who had rendered less than 33 years of qualifying service at the time of retirement/boarding out in the manner as indicated above on top priority. Revised Pension Payment Orders (PPOs) in all these cases may also be issued immediately.

6. All other terms and conditions in the O.M. No.45/22/97-P&PW(F) dated 3.2. 2000 and O.M. No.45/3/2008-P&PW (F) dated 30.09.2010, 20.11.2014 and 29.4.2016 shall remain unchanged.

7. This issues with the concurrence of the Ministry of Finance, Department of Expenditure, vide their 1.0. Note No.1(5)/EV/2012, dated 05.07.2016.
