IMPORTANT DEVELOPMENTS WITH REGARD
TO DEPARTMENT OF PERSONNEL & TRAINING FOR THE MONTH OF JUNE, 2016
1.
On the occasion of 2nd International
Yoga Day on 21st June, 2016, Yoga related activities were undertaken in the
Samaj Sadans of Grih Kalyan Kendra of DoP&T.
2.
10th meeting of Hindi Salahkar
Samiti was held under the chairmanship of MoS (PP) on 8th June, 2016.
3.
MoS (PP) chaired the felicitation
ceremony held on 01.06.2016 for top achievers of Civil Services
Examination-2015.
4.
Blood Donation Camp was organised by
DOP&T in association with the Indian Red Cross Society, New Delhi at North
Block, New Delhi on 15.06.2016 and 88 employees donated blood in this camp.
5.
On the basis of presentations made
by Group of Secretaries, this Department’s Action Plan was prepared which
contains 18 Action Points. Out of these 18, five (5) Action Points have been
conveyed to NITI Aayog with tracking matrix. These 5 Action Points will be
monitored by NITI Aayog, whereas the remaining Action Points will be monitored
in-house.
6. This Department has taken an initiative
for simplification of forms in association with National Centre for Good
Governance (NCGG). A series of meetings held from 20.06.2016 to 24.06.2016 with
various Divisions and attached/subordinate offices of this Department. A
technical workshop was organized on 29.06.2016, in which all DS / Directors of
this Department and officials from NCGG participated. In the
meetings/workshops, various aspects relating to forms were discussed at length
and suggestions were made to simplify forms.
7.
A workshop was organised on
04.06.2016 for awareness on fuel efficiency in collaboration with Petroleum
Conservation Research Association (PCRA) in which all Drivers of this
Department were participated.
8.
Order regarding grant of paid
holiday on 19.06.2016 for Bye election to fill vacancy from 40- Anantnag in the
Legislative Assembly of Jammu & Kashmir was issued vide O.M. dated
06.06.2016.
9.
Order regarding ‘Holidays to be
observed in Central Government Offices during the year 2017’ was issued vide
O.M. dated 24/06/2016.
10.
Cadre review of the IPS Officers of
Kerala Cadre was notified on 07.06.2016 in the Gazette of India.
11.
Instructions/guidelines on further
course of action to be taken on the order of Tribunal/Courts has been issued to
All Ministries/Departments vide O.M. No.43011/04/2015-Estt.(D) dated
07.06.2016.
12.
Instruction regarding travel by
private airlines has been extended in case of LTC journey(s) to visit Jammu
& Kashmir region vide O.M. dated 15.06.2016.
13.
Shri B.P. Sharma, Secretary, D/o
Health and Family Welfare and Ms. Deepti Umashankar, Joint Secretary, Cabinet Secretariat
have been nominated by Cabinet Secretary to the Representation Committee to
consider representations of Government servants working in various department
under Rule 56(j) / Rule 48 of CCS (Pension) Rules, 1972. This has been conveyed
to All Ministries/Department’s vide this Department’s O.M. dated 20.06.2016. No
reference in this regard needs to be made to the Cabinet Secretariat.
14.
Nomination of qualified candidates of
Personal Assistant (PA) grade Limited Departmental Competitive Examination
(LDCE), 2015 have been done.
15.
One PPS was promoted to the grade of
Sr.PPS of CSSS for the SLY 2015 vide O.M. dated 29.06.2016.
16.
10 Sr.PPS were promoted to the grade
of Principal Staff Officer (PSO) for the SLY 2016 vide O.M. dated 29.06.2016.
17.
Rotational transfer orders in the
grade of Sr.PPS and PSO have been issued on 28.06.2016.
18.
CSS SPARROW has been made functional
for CSS Officers of DS & above levels. A separate helpline was set up in
CS-I Division for providing technical support to the user Ministries/
Department for working on SPARROW. As on date 230 APARs have been generated.
Action for remaining APARs is being taken by the concerned
Ministries/Departments. The progress in this regard is being monitored online.
19.
CSS Senior Selection Grade (Director)
Select List 2016 has been approved.
20.
The matter regarding the procedure for
carrying out amendments in the Recruitment Rules for giving effect to the
decision of the competent authority exempting certain posts or category of
posts from consultation with UPSC, has been reviewed and it has been decided
that if the amendment is limited to incorporation of the provision relating to
exemption from consultation with UPSC for which a notification has already been
issued by DoP&T, then consultation with RR Division of DoP&T and UPSC
once again is not considered necessary. In this regard, O.M. dated 21.06.2016
has been issued.
21.
Details of sports facilities of
Central Civil Services Cultural Sports Board available for Central Governments
Employees and their families circulated to all Ministries/Departments on
30.06.2016.
22. PESB held 07 Selection Meetings and made
05 recommendations for various board level posts in different CPSEs (03-CMD/MD
and 02- Functional Directors). In the case of CMD, ECIL and Director (Finance),
no candidate was selected by the PESB. In addition, in 14 cases (03 CMD/MD and
11 Functional Directors) PESB had made its recommendations in previous months;
however, proposals are yet to be submitted by the administrative Ministry/Department.
At present there are a total of 24 posts of CMD/MD and 53 posts of Functional
Directors vacant in various schedule ‘A’ and ‘B’ CPSEs.
23.
This Department has conveyed approval
to Staff Selection Commission (SSC) for revision of Scheme of Examination for
Combined Graduate Level Examination conducted by SSC vide O.M. dated
30.06.2016. The pattern of the Examination is changed from OMR mode to Computer
Based Examination (CBE) mode.
24.
The proposal of NITI Aayog regarding-
making available publically scores and ranking of candidates in recruitment
examinations through portal for increasing access of the unemployed to job
opportunities, has been approved by the Government and this Department has
requested to Department of Electronics and Information Technology to develop a
website “Integrated Information System for Public Recruitment Agencies” for
this purpose, vide O.M. dated 21.06.2016.
25.
The Government has amended the Public
Enterprises Selection Board (PESB) Resolution on 10.06.2016 to inter-alia allow
selection of candidates from State Public Enterprises & Private Sector as
non internal candidates for a period of five years in CPSEs.
26.
To achieve the overall vision of
Minimum Government and Maximum Governance, this Department has decided that the
verification of character & antecedents will be carried out, but the issue
of appointment letters need not be withheld pending such verification.
Necessary instructions in this regard have been issued to all concerned vide
O.M. dated 29.06.2016.
27.
Service allocation to the candidates
recommended by UPSC on the basis of Civil Services Examination, 2015 was done.
Till now service allocation in respect of 926 candidates has been completed.
